This might actually be reasonably common. The USC marching band is mostly paid non-student musicians.

That is untrue. The TMB is not made up mostly of paid non-student musicians. There are some non-student musicians but they are working there way toward becoming students. The majority of musicians who ARE paid are students on scholarship.
